ANC to make room for land expropriation in Constitution

Land expropriation was deliberated at the 54th African National Congress. The party has decided to make room for land expropriation in the Constitution without compensation.

Prof Ben Cousins of the Institute for Poverty, Land and Agrarian Studies at the University of the Western Cape says that this decision is surprising as a recent high level panel at parliament came out against land expropriation without compensation.

It seems to me the delegates of the conference have possibly not considered the ins and outs and pros and cons for the policy.

Cousins says that his argument against expropriation without compensation is that it unnecessary as the national budget for land reform is very small.

Another issue Cousins raises is that such appropriation will bring issues to court that could take a long time to resolve. He adds that this decision will introduce uncertainty for foreign investors.

At the moment the governments policy is to attract foreign investors, and I think this will send further signals to investors about insecurity of investments.
