Mineral Resources Minister Gwede Mantashe gazetted a draft of the new Mining Charter last week.
The previous charter drew fierce criticism from some communities who claimed they were left out of the process.
Earlier this year, the High Court ruled that mining communities must be included in charter negotiations.
A public participation process into the draft is underway.
Mining communities now say the draft document appears to be workable.
The Minerals Council SA, however, says there are elements of the draft Mining Charter that undermine the competitiveness of the industry.
