Parliament kicks off process to criminalise hate speech and hate crimes
The Department of Justice and Constitutional Development has introduced the Prevention and Combating of Hate Crimes and Hate Speech Bill which will kick-start the process to criminalise hate speech.
The bill will make it a criminal offence to make racist remarks.
Joanne Joseph spoke to Justice Minister Michael Masutha to find out more.

The existing legislation does deal with harmful speech of this nature. What we have come to realise almost two decades since that law, it turns out that that statutory intervention has not served a sufficient deterant to dissuade people from abusive speech of this manner.Michael Masutha, Justice Minister
